12 is too few. Server's getting full quickly (like today with all thease =SC=, j9 and 6r players there) I can't connect and fight them (I think it's not me alone who want to join).

Can server hardware keep 20 players? If yes, can you, Panic, set max_clients to 20?

I cannot set it to 20, i pay for 12 clients.

And 12 is more than enough. lol
